I'm a little confused here. The ABC News clipping indicates that an investigation has been opened regarding the seatbelts, but you led the article indicating that a recall has actually occurred.
Proceeding directly to a recall this quickly would be quite a change from the normal sclerotic pace of NHTSA.
I just reviewed the ABC News Feed which you linked in your article. It is quite confusing. I believe (???) the +360,000 recall referred to in the clipping is the PREVIOUS recall regarding Tesla Autopilot which Tesla plans to address with an OTA software fix.
The latest seatbelt issue is the more typical 'Opened Investigation' at NHTSA, but no recall has been issued YET related to this seatbelt issue. The seatbelt issue covers a smaller number of Model X vehicles.
